The list on the mod portal's Trending page hasn't budged for at least 6 weeks. There are mods on the first page of results that haven't been updated for 7 months and don't have a particularly striking number of downloads. The order hasn't changed once since at least early June and probably before that.
In the game's mod browser (but not on the web portal), on the Install tab, you can see a number in a "Trending" column. I noted down a couple for specific mods some weeks ago. The numbers haven't changed since then despite random releases of the mods, ebb and flow of downloads etc.
This seems to have started around the time the "Popular" tab was added to the web portal. (I don't know what "popular" means in this context.) That also hasn't budged since it was added.
I've checked that this isn't a browser caching issue.

I've also observed that the Trending page has been frozen for a couple of weeks, round about the time the Popular page was introduced.

Good catch! We've fixed the background task updating both pages.
It's based on usage on multiplayer servers.(I don't know what "popular" means in this context.)

Sorry the daily background task had trouble finding itself, I need to setup better alerting for it. Trending/Popular will now update again.
