I wanted to search the Potato mod(https://mods.factorio.com/query/potato) and it is not shown. So I wondered why.
I changed the game version to 0.17 (https://mods.factorio.com/query/potato?version=0.17) and 0.13 (https://mods.factorio.com/query/potato?version=0.13) and it would show up but with game version 0.14, 0.15 and 0.16 (https://mods.factorio.com/query/potato?version=0.16) it doesn't.
I am pretty sure mods with a working range of game version are only shown if the first or last game version is selected and not one inbetween.

Check the downloads tab, the mod has no 0.14, 0.15, or 0.16 versions.

then this is misleading. change them maybe to comma seperated values?
