Now that we finally are able to disable the discussion board, the obvious next step is to hide the coressponding tab completely if that "feature" is disabled.
P.S.: Still wondering why anyone would want to use a discussion board without any E-Mail-Notification functionallity in the first place. But that already has been requested (and ignored) long time ago...

Not sure why you want to disable the tab though. Putting a notice there to link to whatever place you actually want people to go seems like a good way to make people intutively go where you want them to go. If you remove the tab they'll just go to reddit or something and you'll never know what problems they had (no, they won't click the homepage button instead, don't kid yourself).

The Homepage URL already is placed "in your face". And the option for communication is not an end in itself. The following might sound rude. But people who do not even care to read the first few lines on the mod page are probably not able to help making the mod better anyway. They would not write usefull bug reports. They would suggest absurd stuff that i will never consider adding to the mod or that is already implemented far better than i could do it in another mod. They would generally only waste their and my time - time that we both would should better invest in actually playing Factorio (with or without mods).
