Can't post a mod?

When I first tried to put the new Pollution Damage mod on the portal, I tried putting the pyromaniac achievement logo on it, which it didn't like. But it doesn't let me upload it with no images. It is a tiny mod, not even 2KB. What's the problem?

This problem still hasn't been solved: the site is exhibiting the exact same behaviour, except now I didn't try to post an image.

I'm having the same issue while trying to update a mod that has already been published.

After selecting the archive file ("Select a zipped mod to upload"), the selector box says "Status: Ready File: file.zip (xx KB)", but when I press "Submit" all I get is this same network error, and the file selector box seems to think the file status is invalid (I reckon that's because of the network error).

EDIT: Attached the archive, if a moderator wants to try and reproduce the issue

EDIT: Just tried again, now the upload worked. Funny, I wonder if it's somehow connected to attaching the file to the forum post in some way?

It was temperamental today when uploading.
I managed to update after 5 or so tries with some waiting in between.

I don't think it's the same issue, since "Network error" implies an unintentional and probably temporary glitch. "FORBIDDEN" implies that I'm unintentionally violating some deliberately set rule I can't identify, or that my account has been deliberately disabled with respect to uploading mods to the portal. In any case, a problem that won't go away until an admin does something about it.
