There are a few simple ways to make plastic. The basic plastic chain goes like this:

Methane -> Methanol -> Propene -> Plastic

You can get Methane from gas refining (flare the other gases or store them in tanks), or you can get methanol directly from bioprocessing (if using that mod too). It is also possible to use a catalyst to convert CO2 (from coal) into Methane or Methanol, I forget which. But in any case that provides 3 basic feed stocks to get plastic: from gas, coal or bioprocessing. Getting plastic from oil is more involved, but later you can crack stuff into synthesis gas which also makes a good feedstock.

i just confused looking methanol, unitl i saw you can crack metanol without catalyst tin.

Grow trees in greenhouses, convert enough trees to seedlings to keep it going.
Convert excess trees to cellulose fiber in assembling machines.
Convert cellulose fiber to methanol gas in liquifiers.
Make steam in boilers by burning whatever you like to burn.
Convert methanol + steam to propene gas + residual gas in steam crackers.
Flair stack or use in another process the residual gas.
Convert propene gas in liquid plastic in liquifiers.
Convert liquid plastic to plastic bar in assembling machines.
