Couldn't find a related issue, so here we go:
What did you do?
- Destruct splitter with destruction planer.
- Ghost build two underground belts over for destruction marked splitter.
What happened?
- Only one ghost can be placed.
- (Also leads to broken blueprint.)
What did you expect to happen instead? It might be obvious to you, but do it anyway!
- Both ghosts can be placed.

I did some testing and it seems like you are right with the blueprint part, but not about the missing ghosts.
From what do you judge that only one ghost is created? At first, I actually thought so too, but then I realized it was done by me manually deconstructing the splitter, where as a result the held mouse button removed the ghost underneath right after and it looked like it was missing. But when deconstructed by robobots, all the gosts are there as they should be. So give it a try, if you can, and let me know.
The blueprints behavior is wrong though and we will correct it. Thanks for the input.

Entities marked for deconstruction will no longer be included in a blueprint, this change will go into 0.16. Thanks for letting us know! Putting this to resolved now, but still reply in case the first part about ghost placement really doesn't work.
