Why my train station doesn't work?

Whenever there is at least one train on waiting station, no other train enters the waiting station and i have no idea why.
I have exact same light setup for picking up ore from mines (1 station and 4 waiting lanes) and it works fine.

There is not enough room in your holding bay, the rear of the trains occupy the previous block as can be seen by looking at the coal train in the first picture.

Note: When you add signals after the end of the train leave the current signals in place. That way a bay become available as soon as the previous train leaves instead of only when it has fully left the bay. Same at the train stops. Add a signal between the last 2 cargo wagons. That way the next train can move in while the last one moves out. Makes a big difference for large stackers/stations like this or bigger. More at the station that the stacker.
