Is this a bug or are undergrounds not allowed to side-load as shown? I've had no issues side-loading onto underground in many other configurations.

Only the side closest to the opening of an underground can sideload. That is, in your screenshot, the items would have to be on the other lane for it to work.

Thanks for the information. I knew it prioritized the front side, but I thought I could still load from both when there was nothing to pull from the first lane.

Sideloading onto an underground actually blocks one entire lane, which makes it a useful way to split lanes when you have different items on each side of a belt.
