The question is that achievements can not be obtained if you create a new map? Only if you start just a new game?

Achievements become permanently disabled for a map if you use commands. There is a way to re-enable them but it is difficult (Google "enable achievements" to find the thread that explains how).

Also, if you use mods you will be switched to the Modded achievements list. It is separate from the vanilla and steam achievement lists.

Plus some achievements are disabled if you enable Peaceful mode or reduce biter density and frequency below default. The wiki lists what causes achievements to be disabled, as well as a link to the workaround:

EDIT: By the way, where did you get the 0/243 Achievements? A mod?
