Logistic robots logic is not optimal?
Well I lost my whole message when pressed submit, so this time I'll be laconic. Bots carry less then their max cargo item amount even if there are no free bots in the network (they want to take stuff from the nearest chests too much). Why so?

Bots are dumb. Bot Logic is far from optimal. Because of performance. We can have thousands of bots thanks to this, without destroying FPS/UPS. I think this is a correct statement, not 100% sure.
Every change to bot logic (like- don't take less than max cargo if there is no free bots) may cause performance issues in bot-heavy megabases, or even in regular bot-based bases.

From playing with bots in 0.15, if you have enough bots, they will end up grabbing from all the provider chests. (The nearest chests won't have any items, so some of the bots will be dispatched to more distant chests).

I think OP knows that, but what he means is- even when we have enough bots, and they grabbing from enough chests or all chests, they still prioritize nearest chests, it's normal. But because of that we have Situation- nearest (to requester) provider chest have 1 item, before insterter put next item, bot grab that one, and so on. So point is, in that situation, and with lack of bots, this mechanic cost us lack of througput and energy loss.
