why are they getting limited by default? and is there anyway I can change that?

Did you place a blueprint? Chests placed over ghosts get whatever settings the ghost chest had.

By default, there are no "reserved slots" on chests.
this may come from :
- blueprints (seems from your answer it's not the case)
- copy-paste settings
- maybe a mod ? You can do so much things with mods
- maybe fast-replacing smaller chests (I can't test right now)
- manually reserving slots
