Cannot stop Factorio from loading mods

I got a new computer, installed steam and went to play Factorio

I get this message after modes load and prototypes start loading
Error while loading item prototype "module-case" (tool) Prototype "module case" - registered twice. Modifications bobsmodule

here is where it gets weird. I deleted bobsmodule mod but when it reloads it still tries to load it. so I deleted all mods and still loads all the mods I had before
rebooted and re-installed Factorio still tries to load all the mods I had before with error. so I deleted steam and loaded Factorio from the website. when I ran it.... it tried to load the mods a had before AGAIN
WHERE IS IT GETTING THEM FROM. I want to play my favorite game PLEASE HELP

Hi, mods (and saves) are in %APPDATA%\Factorio\
Hit Win + R, type %APPDATA%\Factorio, hit enter and the folder should open in file explorer.
