cannot place electric mining drill

so the game is working just fine yesterday I did on this morning to try to make a new copper mine and my game will not let me place the electric mining drill to drill shows a red but there's nothing there not even my character I've uninstalled all the mods I tried to reinstall the game I started a new world I've tried to restart the computer I searched my home computer and deleted all the files and try to reinstall it nothing seems to work I can't place the electric mining drill

You can only place electric mining drills when they can mine an ore where you want to place them.
