Building with concrete

I can't place concrete to close to water, is it normal? can this be changed?

Its normal, there is no way to build right up to the water.

Lol I wanted to do something similar to the river port, maybe then the game will be ships or something similar
And how about mods which allows to build bridges?

This behavior is easily edited by mod, the problem with placing concrete next to water is the game sometime change water tile to be ground tile, so you can eaily remove water that way, but it is beautiful to have concrete just next to water with factories
