I have this setup of nuclear reactors and steam engines
but for some reason the electric satisfaction is not sufficient:
I don't think it's the electric grid:
also the historic electric grid usage shwing it is going down
What am I doing wrong with nuclear reactors?

Nothing is wrong. You are confusing Production with Satisfaction and Steam engines with Steam turbines. The production bar not being full only means you don't need all the power you could produce.

By the way, you're throwing away a large amount of possible energy by using a line of single reactors. Each reactor produces 40 MW plus 40 MW extra for each side it touches another reactor (called neighbor bonus). You have 12 reactors, where 10 reactors touch other reactors with 2 sides and 2 reactors touching other reactors with 1 side. This gives 10*(40+2*40) + 2*(40+1*40) = 1200 + 160 = 1360 MW.
If you arrange your 12 reactors as 2 touching lines of 6 reactors, called 2*6, you have 8 reactors that touch other reactors with 3 sides and 4 reactors that touch other reactors with 2 sides. This gives 8*(40+3*40) + 4*(40+2*40) = 1280 + 480 = 1760 MW; 300 MW more with the same amount of reactors.
