Different results in same blueprint

I am working on a blueprint for a full blue of plastics. I made a version that works perfectly on the sandbox. I tested for several minutes at x7 speed. But in my base (3k SPM) the blueprint stop working after two minutes due to the lack of heavy oil for the refineries. I know that the common setup is a pump-tank circuit controlled, but it was not needed in the sandbox. Why I have different results?

Pipes have random priority depending on build order.

You can decrease the priority of heavy oil cracking by adding more pipe segments before it.

The best design is [Refinery output] -> [Refinery input] -> [Heavy oil cracking] in a single pipeline.
