Research Queue Not Working?

I don't think I changed the technology settings when I generated my map but the research queue doesn't seem to be working on my current playthrough. Is there a way to check/enable it in the game without having to restart from the beginning again?

Usually it's only enabled after you launch a rocket. There is a setting to always enable it in the settings menu somewhere

I have launched hundreds of satellites. I am not able to use the research queue. I also looked through the options and settings and didn’t see a way to enable it.

I have also launched many satellites in 0.16 and a load more in 0.17 but the research queue has not unlocked. I really dont want to have to use console commands to unlock the reserach q.
