Circuit for changing belts?

I was wondering if anyone know of a method to make robots change all your belts to blue belts?

Not in vanilla, you need mods for that...

If you want to stay vanilla you can try this
Blueprint your entire base, export the string and enter it here https://alufers.github.io/factorio-blueprint-upgrader/
Set all the replacements you need and import back the fixed blueprint.
Now take a deconstruction planer and set a whitelist on it to delete only the things you replaced and use in on your entire base.
Now apply your fixed blueprint back.
