While an interesting question, it's mostly pointless as almost nothing stops them from migrating.

You can check it yourself through the debug options.

Gotta put down a bit more for a decent test, but concrete doesn't seem to turn the green circles to red.

Nope. Just had an entire alien village spawn on top of my concrete slab.
