I'm no lawyer or jurist, but from my understanding, this is not necessarily a copyright violation.
There are all a range of different cases that only slightly differ one from the other (inspiration, hommage, copiright infrigement, ...). Wether this is a copyright infrigement or not, this clearly is something I can't tell.

It's not the exact image from the game, so I wouldn't think so, but I'm not a lawyer either.

It's copyright infringement because the creator is using the trademark "Factorio" (at least that would apply in my country).
