I think vulcanus need some "mid-game" foundation. Like 50 steel and 50 tungsten per cell.
Because to me, as a factory designer, force me build sushi belts. (game is Sandbox)
Now the gameplay looks like this:
I build great factory on navius.
i built shitty - sushi factory to create some science on vulcanus, and... fly away
On an endless map, I need to build a factory among endless lava cells. -_-
But if you make the Foundation technology expensive.
and expensive price per cell
Then it will be possible to build a NORMAL factory.
Why, as the final technology of this planet, not to give the opportunity create a normal expandable factory

The entire point of the expansion planets was to undermine long-standing designs and force players to embrace new ways to play. And it's absolutely awesome as a result because it shakes up the gameplay in very fun ways rather than being simply a color-swapped version on Nauvis with the same gameplay.
Embrace it, you'll have more fun that way.
I don't know where the idea that Factorio is a sandbox game comes from. Sandbox games do not have final objectives, nor do they have problem solving in the same style as this. Factorio is more of a puzzle game with light combat elements. But even if it was a sandbox game, that's not a reason to make the gameplay less interesting.
