Lua admin tools for headless server

Hi guys,
im little noobie, what comes to hosting a own headless server..

Is there somewhere server kind mods which only are installed on server, so players does not need to download mods and so one?

Im looking for mods which can help to admin players and the game. example spectator mode. Admin can jumb every where on the map.

Problem is there is no way of server side mods (currently).

The only way would be to create a scenario and integrate the mod.
