[1.1.13] Outbound underground belt ghost conflicts with overlapping blueprint

Ghosts of outbound underground belts seem to always conflict with blueprints (including copy/paste) as of 1.1.13. The first picture is the ghost that's already placed. The second picture is what happens when trying to place a blueprint of the exact same ghosts.

Steps to reproduce

• Place a ghost of an outbound underground belt (belt direction coming out of the ground)
• Attempt to place a blueprint of an identical underground belt over the existing ghost

Expected results

The blueprint should be able to be placed without conflict.

Actual results

The existing ghost of the outbound underground belt conflicts and prevents blueprint placement.
