Hey,
i discovered a bug:
1. No Military Science ever produced on the map
2. Top right Research Bar on 0%
3. The Research Bar in the Research Tab shows a few percentages of progress though.
The Screenshot will explain it. Log and Save Game included.

Looks like the productivity modules gave you a tiny bit of research progress even though the labs didn't have the necessary research packs. Fixed in 1.1.0.
