[0.15.16]Unnecessary double quotes in some languages.

In some non-English language, there are double quotes(") in pitch setting of Programmable speaker.
English:

The quotes don't appear on Crowdin, appear in locale file.

I did grep in locale folder and listed "quoted" language:
cs, de, el, fi, it, ja, ko, nl, no, pl, pt-BR, ru, sv-SE, uk, zh-CN
