[15.3] Powerless Research Lab remains blue

Overview
I disconnected my labs from power while they were researching something and the labs stop flickering, but remain on. This is counter intuitive because the blue looks like electricity, and to see it freeze after losing power, rather than turning into the off-state, seems to be a bug.
Steps
  • Place labs
  • Provide power, science packs, start a tech research
  • Disconnect power
  • Labs remain in electrified state.

Fixed for 0.15.4

Btw. it has been like this for years ... and now we get two bug reports in the same day :D
