[Kovarex] [0.14.8] max upload works at server start then doesn't

i posted a report about this yesterday when i found my 'max_upload_in_kilobytes_per_second": 100,' setting wasn't working.
upon setting it to 50, restarting the server seemed to fix it. even connecting to 'localhost'. so i deleted my report.
after a few players join however the server started using all my upload bandwidth (2.5Mbps) when players download map.

i'm around if you need me to show you, run tests etc.

here ya go. started the server and disabled pause while no users are in it.
connected 3 times and it obeyed the 50kB upload for the 14mb map.
4th time it was almost instant. (localhost)

I've seen the same issue on 0.14.9. Sometimes it's clear the upload limit is having an effect, but after a few times, it clearly stops working.
I limited to between 300-500kBps (tried a few times) and every time I saw 7-8mbps on my upload when someone joins and downloads the map.

Would love this to be fixed (assuming it's a bug) because it kills my ability to host a smaller home server. I only have issues when people join (and leave), otherwise it's super smooth even with 20 people!

Useful Info:
Win10 64bit (latest updates)
Factorio 0.14.9
Vanilla / No Mods
Behind a router with just the UDP ports opened, not even sure if that's needed.

I can easily reproduce it:
Change the setting.
Let people join.
Every time it will eventually show 7-8mbps upload when people start joining.

Also, probably not the right place, but does the max upload only apply to map downloading? That would be great if that's the case...
