[13.13] Consistent desync

Multiplayer; have played in this map multiple times before. Was walking around the map and got a surprise desync. Since then, every time I attempt to join, I desync within 5s of joining. My player is viceroypenguin, I am not able to connect long enough to collect any more data from the server for the game.

There are known desync issues with circuit networks in 0.13.13. If you're able to reproduce this in 0.13.14 when it comes out please make a new bug report.
