[0.13.8] Certain trains not refueling at station

In 0.13.8 the train closest to my train stops are not refueling with a regular inserter and coal from a requester chest. The other train engine, on the opposite end, refuels successfully. The inserter will start refueling the train if I rotate it 360 degrees. It appears I have to keep doing this each time the train comes to the station. Not sure when the issue began appearing.

Single Player Save (Started Save in 0.13.0 and have continued playing it through till 0.13.8)

I can confirm buggy inserter behaviour when loading from logistics chests I am having the same issue. Replacing them sometimes helps and like the original poster mentions, sometimes you have to keep replacing/turning them to make them work.

I don't know how to do logs etc, but it's the same issue.
