I can not name the station in Russian

0.13.4 I can not name the station in Russian. Translation: You can not use " in the stop name

Remove a letter until it works, then we know which cause the issue.

I want to add that the same error occurs if you want to use one of the following letters ö,ä,ü (german umlaut) or è,é,ê (french accents).
Could it be the case that only ASCII is allowed?
