[1.1.80] force_generate_chunk_requests does not respect generate_with_lab_tiles

Hello, I own the mod Blueprint Sandboxes and while developing a new feature for it I ran into a minor bus that I was able to workaround, but it worsens performance and might have other implications.

The problem seems entirely reproducible, straight-forward, and obvious, but I will provide surrounding architectural context in case it helps.
Overall Flow
Creating (a player wants to enter their Sandbox for the first time):
  1. game.create_surface({default_enable_all_autoplace_controls = false, cliff_settings = { cliff_elevation_0 = 1024 }})
  2. on_surface_created is handled by the mod, equipping it with custom contents
  3. surface settings are set, like generate_with_lab_tiles
Clearing (a player wants to reset their Sandbox to its original state):
  1. player.surface.clear(false)
  2. on_surface_cleared is handled by the mod, equipping it with custom contents
Previous Handler
There was not an issue in this case, which is somewhat surprising.
  1. Three surface.create_entity method calls within [[0, -2], [0, 2]]
New Handler
Now we have an ItemStack with a Blueprint inside. Simply calling build_blueprint will not place anything, presumably because Chunks aren't generated yet. So, Chunks are generated, but that happens incorrectly, so they must be cleaned up afterwards.
  1. surface.generate_with_lab_tiles = true (as an attempt to definitely set this before any chunks are generated, but it has no effect whether it's true or false)
  2. Determine bounding box of Blueprint
  3. surface.request_to_generate_chunks({ x = 0, y = 0 }, chunkRadius)
  4. surface.force_generate_chunk_requests()
  5. These new Chunks were not generated with lab tiles; they were generated however the surface would have generated them if that setting was false
  6. For each Entity in surface.find_entities(), entity.destroy({ raise_destroy = true })
  7. surface.destroy_decoratives({ { { -radius, -radius }, { radius, radius } }, { 0, 0 } })
  8. For each X, Y within the expected Chunks to have been generated, determine which lab tile would have been placed; then, surface.set_tiles(tiles)
  9. Finally, build the Blueprint, twice, since the first attempt might have only placed Tiles and not the Entities on top of them: stack.build_blueprint({ surface = surface.name, force = forceName, position = { 0, 0 }, force_build = true, skip_fog_of_war = true, raise_built = true })
I think you can see a few areas for improvement. At a minimum, it seems that forcefully generating the Chunks according to the generate_with_lab_tiles setting would prevent a lot of unnecessary cleanup.

Here is a quick log where I started a new game, entered the Sandbox, then cleared the Sandbox, then quit.

But it only works for chunk generation requests created after the value is set.

It might have been unclear, but the first thing that happens in the new handler for on_surface_created/on_surface_cleared is that surface.generate_with_lab_tiles is set to true, second some math occurs, then third and fourth the appropriate chunk radius is requested and then forced/waited-on, and this does not work for me. Perhaps I can come up with a smaller, reproducible example bit of code.

Earlier in the post, I was explaining how in the previous handler, it was definitely set afterwards, and I am surprised that it was working at all in that way. It's clear to me after combing through my code that I simply got lucky and didn't pay attention.

I reduced this down to a simple control.lua that reproduces the problem, so it should be easy to either point out in this code what portion is wrong and thus producing an expected situation, or whether the situation is unexpected or in other words a bug.

To use it, I start a new game, skip the cut-scene, and wait about five seconds. It says it will teleport you to a lab environment, then it follows the minimal steps that I laid out above. The nearby chunks are all grass, but all surrounding it (that weren't generated forcefully) are lab tiles.

Thanks for the reproduction steps. I was doing something different and with your steps I found the problem and it's now fixed for the next release.
