[0.12][cube] Headless server not working with more than one

We think this is caused by the network being congested by the map download, which causes the new peer to not receive messages from any of the other peers, which makes it drop them out.

Fixed in 0.13 – only the server will be able to drop any players, so this situation shouldn't result in everyone else getting kicked out.
