When hosting a new multiplayer game, the setting "Max. players" does not appear to be persistent.
To reproduce: host a multiplayer game with max players enabled and set to 5. Quit the game, and host the save again. Notice how, in the "Multiplayer Server Settings" window, the server's name and other settings are stored, but max players is not.
I have not tested all fields, so there may be more values that are not persistent.
