[15.6] cooldown_modifier on atomic-bomb not working

[15.6] cooldown_modifier on atomic-bomb not working

The cooldown_modifier in ["ammo"]["atomic-bomb"].ammo_type has no effect.
I tried different values but it always has the same shooting speed as the other rockets.
