After purchasing belt slots update, I come across following issue:
Lets say I have:
row 1 reserved (regardless empty or not): Solar station, Laser turret, ...
Row 2 Reserved: none (can be empty or not)
If I have row 2 active and receive 1 more solar station, it will go either row 2 empty slot or to backpack if none.
I assume those items should go to hidden row 1 reserved slots first. Same should happen if I already some items in hidden row, I want new items to append to existing stack. Not having 1 item in row1, and another in row2.
This is especially important when you start to use drones and have one row for drones/LTs and another one for building stuff.

It seems that game is only checking active hotbar while it should be checking both.

Thanks for the report. Yes, this can be annoying. It even annoys us:) However I can imagine there might be some confusion when placing the item into the "non-visible" hot bar. But then when someone has multiple hotbars already he should be quite some into the game and not be surprised by this. This will be probably fixed in the 0.9.

@slpwnd Would be also awesome if you can add an option to see both rows simultaneously. This will help a lot if you build tons of different stuff or to rearrange items.
