You filed it in the right place. However that bug has already been reported (by about 100 different people) and Rseding has already fixed it for 0.16.18.

This is sound like a duplicate of viewtopic.php?f=30&p=337198 (which is fixed for 0.16.18). If 0.16.18 continues crashing make a new report and include your factorio.log (see viewtopic.php?f=7&t=3638).

The crash is a duplicate of viewtopic.php?f=30&p=337198 (which is fixed for 0.16.18).
No idea about the chest spilling items on belts. (You didn't replace an iron or steel chest with something smaller did you? That will spill the excess).

This actually looks to be a different bug than viewtopic.php?f=7&t=56934 (though it is probably related). This bug is about missing libsteam_api.so . viewtopic.php?f=7&t=56934 is about libssl.so.1.0.0 .

This is the sort of thing I can see happening to players if they deconstruct any damaged yellow belts, and then try to recycle then, either into science or upgrade them to red belts.
