and you need only 3 beaconed refineries for a full belt of plastic :)
Bit of beltugliness to stuff the blue belt output, though.

Output: Duplicate signals only
Constant combinators are input simulators, send signals with value 1
If incoming signals are actual amounts, convert them to 1 first.

Madzuri's trick (average chests, then stop loaders for chests above average) kills high speed throughput, but guarantees even chest loading/unloading.
