[0.18.30] missing tooltip when placing items

When placing items in a free slot (or in case of character inventory in the slot with the hand icon) no tooltip is shown. You need to move your cursor away from it first or press shift.

I would rather they avoid baking a specific localization into the icons. Not everyone plays on English.
It's already the case. Not everyone uses the same alphabet. But there is no way to localise the letter signals.
