Kovarex did exactly that and with my own experience I would say, I would do it exactly the same. Belive it or not but I understand why Kovarex did it the way he did even thou I probably woudn't have done it that way myself. I think this is a verry good idea. I have seen it implemented in another game called Gnomoria. But the problem is that if your graphic engine doesen't have hardware aceleraed support for merging several textures into one you could be facing with serious performance isues. I belive I encountered something similar if not the same when updating some version in 0.8.x branch. I never managed to recreate it but I suspect that ti might be caused by Wundows UAC (it happened soon after Windows UAC promtet me that Factorio requests elevated permision in order to restart itself).
