yeah, Factorio does some strange things with user settings. You will also find any display configuration and key bindings are global. I can understand why the standalone zip install has this behaviour, but the installed versions (MSI/Steam versions) are a real pain in the neck. You can fix it yourse...

As Caine said, they are smelted and not crafted. With the exception of assemblies (I don't know why the logic is different for them), if you hold your cursor over the item you want to craft it will display the buildings that can craft it. It's an anti-fraud mechanism.
Most sites implement these sorts of measures as the "discount" software sites get stolen credit cards and make bulk purchases that they then on-sell, effectively laundering the stolen cash.
Anyway, that's the reason. Not sure about a solution.

I've always found that setting up fluid wagons to be more annoying than a barreled setup as the pumps need 3 tiles (2 for the pump and 1 for the connection) so you can't put the rail directly next to each other.
