It appears to me that it doesn't reduce the temperature of the water, but the quantity. So the amount of water the steam engine voids is proportional to the temperature and the demand. But it is capped at 6 water a second.

According to https://imgur.com/a/WytKJ a basic belt has a throughput of 13.33items/second, which would be 25.39 miners at 0.525 items/sec per miner

Trains always go to the closest stop with the name on their schedule that is available. I always just name each pickup a different name, and either have load1 -> unload -> load2 -> unload or assign a dedicated train to each load. Having two train stops with the same name works great if all the stops...
