I you use toxic forest mod, this mod put tree everywhere there is space for them. making very dense forest.
In vanilla, there is big forest sometime but you can usually cross it by feet.

This problem does not happen if the train has a fourth wagon or a locomotive connected to the third wagon. I think I will post a bug report later today

When needed, burner inserter take fuel if there are on the belt. When idling, they do not consume energy (so they have some in reserve) when fuel come, they take it, and give it to the next boiler or for themselves if they need it. On dual GPU (optimus), it's better to launch game on exclusive fullscreen to get only the nvidia working. Factorio doesn't support that well for now (crash on ALT+TAB). If you want to give it a try there are multiple software that can force exclusive fullscreen. I use GeDoSaTo for this. Not at home ...

If you want to check something, you can go to options > grahics > untick Show Minimap. The minimap will disappear making room for the rest of the display. Nice ! When those issue will be fixed, I will try again with multiple conbination of bob mod enabled to spot more migration problem. Well, the burner Inserters are running out of solid fuel, and turning off. Because they are off there are less Inserters to take fuel which means the belt is filling up.
