Because there is no big feature apart from optimization and UI planned for 0.16. 0.16 will become 1.0 when stable, they have set what they want in the game for release.

If you are talking about next major version of factorio, see The roadmap and all FFF on the main website.

0.15 isn't stable so 0.16 will not come in a week, think months.

I've an issue setting a modded server up and its throwing up, Error in assignID, item with name 'Titanium-plate' does not exist. Source: angels-heavy-tank (recipe). Another change between 0.14 and 0.15 is there is no alien artefact anymore so you can play with bitter on low and the biggest starting area possible, you will never see them at all (like peaceful, unless starting in big desert with no tree) and you don't need to find them to get artefact. The bigger is the map, the longer you need to download it and there is also more entity, since you have more time to catch up and during this increased time there is more entity from when the map was smaller, it take more time to catch up.

It's probably a custom scenario. There is no such thing as task list in vanilla.

Like prg said, there is no mod but their code must have been included in the save's control.lua (the scenario file)

As you can see it use more than 1 blue belt of copper on each side (42.5 unit) so you need to bring more than a belt but for those who don't want it will sitll work quite good without the 2.5 more copper).
