I am not concerned with multiplayer at first, and if it is not multiplayer compatible, so be it. Perhaps with popularity, the Factorio Devs would be willing to implement such a time scale on the back end, or even just unlink the UPS from FPS and allow smoother panning of the map and other character ...

With high frequency monitors more and more common these days, I feel that the 60hz animation rate for this game is a real limitation given how much smoother map scrolling at 120+hz is. Sorry if I am mistaken. I was not aware of any games that did, and my understanding of low level programming is rather limited as most of my experience is with Java and C#.

It's not easy to disable the windows key from a single application due to how windows handles the windows key before it even gets passed to the application, but Microsoft does give some information on disabling it globally here: https://support.microsoft.com/en-us/kb/216893

Could you create each ground clutter patch as a whole entity, where one or more patches can exist on a chunk, and cross chunks like buildings. Then you just save a random seed for that entity? You might look up BPG animations. They are lightweight images and animations based on the H.265 video codec. It might be a better replacement for GIFs than going with a full video file.
