The supported way to promote players on a server when no one is an admin is to do it via the console. If a server host doesn't offer access to the console then don't use that host. To add, you must update the version upwards, to avoid confusing the mod portal and the mod-sync capabilities in 0.17.

The mod loading error, reported above and tracked on GitHub as https://github.com/DRY411S/Recycling-Machines/issues/56 is no longer present if you upgrade factorio to 0.17.26 or higher.
