Concrete is made in an assembler (alternate recipe foundry). Recycler reverses this process, except for smelting and chemistry.

This looks like the same issue as 117071 - which is fixed in 2.0.12. The simplest fix in the meantime is to export and reimport crashing blueprints (cause is multiple tiles of hazard concrete in the blueprint on the same tile)
