Cheating is subjective.
I would say using external blueprints designed by someone else is cheating.
Biters would say using external blueprints ... as usual, blueprint the result, export the blueprint, load the previous save, and apply the blueprint.
I agree "sometimes" cheating is subjective ...

Why no external blueprints? Because earning achievements with external blueprints doesn’t reflect your work and understanding.
