Okay it's the blueprint and not the copy over.

Yes, copy-paste uses the default blueprint settings - no tiles selected if there are any buildings.

To select tiles anyway, hold shift while selecting the area, then click the tile checkbox.

It conflicts with Blueprint book scrolling.
I use control + mousewheel for that.

Either control + mousewheel nor Shift + mousewheel definitly doesn't work in 0.16.51 if double assigned.
