I Propose Creating a new Quickbar-related Keybinding that will allow for universal selection based on user behavior:
User Presses the Keybinding
Expand The Quickbars (Q would collapse the expanded Quickbars)
If The User Selects(LMB) a Quickbar Row, Set that Row as the Active Quickbar, then ...
