The OP's problem is caused by stuck robots. Please make your own report and attach a save file, this is difficult to debug from screenshots. But before you do that, please verify if it's not the same issue as https://forums.factorio.com/118933 - it looks very similar to your screenshots.

I dont think so. Linked issue is about robots not been able to find better roboport to charge but here problem is robots not delivering requested item

I encountered the same issue but without any spoilage. Rocket refuses to be fully loaded now with Fluoroketone barrels
